A lot goes into ensuring that good water for many uses (including agriculture, industry, and fire protection) is always available and that our homes and businesses are protected from flooding.

Water Supply
We need diverse sources to mitigate the periodic shortages from the state water project​

Maintain groundwater reserves using natural and managed recharge sources​

Look to the future for how to best invest in capital projects to create new fresh-water sources and infrastructure
Flood Control
Zone 7 is the lead agency for preventing and mitigating floods in the Tri-Valley​

Balance habitat preservation with effective channels to replenish ground water and send excess water safely through Niles Canyon to the Bay
Economics

All decisions must have a sound financial basis

We must analyze cost-benefit ratios for operations and capital improvements to provide adequate water and flood control at reasonable cost, while realizing that adequate supply will involve new costs!

We need board members who will ably consider all these issues, balance cost and public acceptance, and make judicious decisions!

Zone 7 Water Agency is one of the 10 active zones of the Alameda County Flood Control and Water Conservation District. The District was established by the State Legislature in October 1949 to solve problems of flooding, drainage, channel erosion and water supply and conservation in Alameda County. In 1957, by popular vote, Zone 7 became a special district governed by a seven-member board of directors. Along with flood protection, Zone 7 supplies water to all of eastern Alameda County and a population of over 260,000 residents. Treated water is sold wholesale to local retailers, including the cities of Livermore and Pleasanton, the Dublin San Ramon Services District, and the California Water Service Company. Zone 7 also distributes untreated water to local agriculture operations and golf courses.
